Fire extinguisher reagent replacement and filling operations shall stipulate that water, mechanical foam or dry powder fire extinguishers with a manufacturing date of more than ten years or unidentifiable date shall not be replaced and filled with chemicals unless they have passed the water pressure test, and shall be scrapped
